Senate Farm Bill Stalls in Committee as Negotiations Continue

A new Senate farm bill failed to advance from the Agriculture Committee, prolonging negotiations over the safety net for producers, conservation, rural development and nutrition policy.

What the Bill Proposed

Chairman John Boozman’s Agricultural Act of 2026 would update commodity and crop-insurance programs, conservation policy, rural services and agricultural research. It also includes year-round E15 sales and changes affecting administration of the Supplemental Nutrition Assistance Program.

Backers say producers need a modernized safety net after years of delays and rising input costs. Committee Republicans say the text incorporates more than 100 bipartisan bills and priorities.

Why It Stalled

Committee Democrats declined to support advancement. Ranking member Amy Klobuchar says lawmakers need a bipartisan product that supports farmers while protecting nutrition assistance and resolving disputed administrative provisions.

The opposing statements show that the central disagreement is how agricultural support, nutrition policy and state responsibilities should be balanced. Continued delay creates uncertainty for producers and state agencies.
